The meeting via zoom was called to order by Mayor Tim Meyer.  All council members were present. Guests in attendance were Tim Jordan, Jerry Ramerman, Don Eppler, Kristina Dick, Lynn Kaspari – Ransom County Gazette, Tracy Eslinger-Moore Engineering, Elise Meyer, Abbey Meyer, Wes Wells, Kenneth Williams, Lee Falk, Mattie Richardson, Tom Starks, Benji Froemke, Angie Waltezko, Trevor Seelig, Jen Hehn, Kris Sherman, Walter Rolf, Jason Dick, Jason Kunze, Will Hehn, Brent Dick, Nina Richardson, Mike and Andrea Sand, Doreen Quast, Sebastian Ertel, Bethany Foyt, Meredith Olson, and Cheryl Kelly.

To approve the minutes from the April 6, 2020 meeting and April 7, 2020 Tax Equalization Meeting.           All Aye

MOTION – Mairs SECOND – Gemar

To approve the minutes from the April 16, 2020 and April 28, 2020 Special Meetings.                                  All Aye

Jerry Gemar reported the 317 Main Street building demolition has been completed.

Jerry Gemar reported that the 208 Elm Street home has been tore down, cleanup is the only thing left to complete on this demolition.

After discussion on the 402 Rose Street Condemnation, it was tabled until the June meeting.

Ordinance 2020-06 failed due to lack of Second

MOTION – Mairs Cole SECOND – Rondestvedt

To accept offer of $15,000.00 for Lot 14 and part of Lot 13 of Block 3 of the LBJ First Addition from Joe Aberle but buyer would be responsible for purchasing and placing the appropriate size culvert.                                    All Aye

MOTION – Waliser SECOND – Rondestvedt

To allow the owner at 107 14 1/2 Avenue SE to plant shrubs directly on the property line that neighbors city property.                                                                                                                                                    All Aye

To close Birch Street at the entrance of fairgrounds on May 8th for Drive Up Movie.                                 All Aye

MOTION- Rondestvedt SECOND – Gemar

To approve the Police Report.                                                                                                                All Aye

Jerry Ramerman announced that May 16th has been set for free dump day, hours 1 -5, the rain date is May 30th.  Landfill will be open every Wednesday starting May 20th, 2020 from 1 pm to 7 pm for the remainder of the year.

To approve the use of City Funds and LADA Funds to cover the costs of the Spec House, 106 Prairie View Dr, instead of using the Lake Agassiz funding program at 5% interest.                                                  All Aye

MOTION – Rondestvedt SECOND – Mairs

To set a deadline of adding items to the agenda, by noon on the Friday before the monthly Council Meeting.  Exceptions to this deadline are Gaming Permits, Building Permits, and Offsite Permits.                            All Aye

Mayor Meyer read Gwen Crawford City Administrator’s resignation letter.

To approve advertising for the City Administrator / Auditor position.                                                      All Aye

To approve Auditor / Economic Development Report.                                                                            All Aye

To request Moore Engineering to investigate the funding options and work required for the riverbank issues by the North Dakota Veterans Home.                                                                                                           All Aye

Discussion was held regarding the installation of Lisbon Vet Clinic hooking up to city sewer. More information is needed before any decision will be made.

Mayor Meyer announced that Parkside Nursing Home will be doing a drive by parade on May 11, 2020.
