March 4, 2024

 

The meeting was called to order by Mayor Tim Meyer. Council Members present LyDell Mairs, Ben Gemar and Julie Cole. Guests present were Eric King, Tim Jordan, Jerry Gemar, Duffy Hansen, Amanda Lyons, Ryan Lyons, Daleyn Baasch, Joe Aberle, Jay Anderson, Joe Greer, Augustine David, Lynn Kaspari – Ransom County Gazette, Tracy Eslinger – Moore Engineering and Janna Miller; Rob Waletzko, Ken Williams, Brad Liberty, Tyann Gemar and Robert joining via Zoom. Jeff Leadbetter arrived at 7:09pm

Jerry Gemar gave a planning & zoning committee report regarding Jackson Ave E and Ryan Hoff’s building permit request. This application was rescinded by Ryan due to the fact he already had a fence in the appropriate location according to City ordinance.

 

Daleyn Baasch and Joe Aberle presented the beginning stages of a project they would like to start along with Josh Differding in blocks 7 and 1 of Marsh & Holt’s addition.

To cost share gravel, blading, and snow removal costs 50/50 with Island Park Township on 68 St SE from Highway 32 to 130 Ave SE.                                                                                                                                                                                                  All Aye

Augustine David was introduced as new police officer with the department.

To approve agreement with Southeast Rural Water regarding putting an antenna on the West water tower as long as reviewed and ok’d by Jeff Leadbetter.                                                                                                                                                  All Aye

To approve the date and time change for April’s council meeting to be April 2nd at 2:00pm.                                              All Aye

This meeting will be held at the High School commons area to allow the students to attend in recognition of City Government Week.

To approve the suggested budget amendment for the library for their lefse sales in the amount of $660.37.         All Aye

To approve the suggested budget amendment for public works in the amount of $119,504.83 for payment of well #2 out of reserves.                                                                                                                                                                             All Aye

Projects discussed by Tracy Eslinger, Moore Engineering:

Levee – Corps response, well replacement exploration, utility improvement project, lift station timeline, CO2 tank funding and timeline, rip rap permitting water service line inventory, lot survey – well #2 & master lift station, water plant site visit & recommendations, Dept of Water Resources floodway property acquisition.

Jay Anderson gave an update on the Red River Valley Water supply project. Tim Meyer encouraged council and residents to attend the upcoming meetings.

 

Tim Meyer announced that he would be attending the Ransom County Commissioners meeting on Tues, March 5 @ 11:30am to discuss the proposed courthouse expansion project.
