November 6th,  2023

 

The meeting was called to order by Mayor Tim Meyer. Council Members present Rob Waletzko, Julie Cole, Ken Williams, LyDell Mairs and Ben Gemar with Jeremy Waliser attending via Zoom. Guests present were Eric King, Tim Jordan, Jerry Gemar, Katie Wentz – Aging In Community, Lynn Kaspari – Ransom County Gazette, Tracy Eslinger – Moore Engineering and Janna Miller.

To approve the minutes from Oct 2, 2023 meeting with correction and Oct 9 & 19, 2023 special meetings.             All Aye

 

Katie Wentz, Aging in Community spoke about what her role is and how they are involved in the Lisbon community.

To approve reimbursement of 50% of sidewalk repair (amount $950) to Lacie Olson @ 303 Oak St.                  All Aye

 

MOTION – Gemar   SECOND –  Cole

Recommendation to the county to leave property tax assessment as it is currently for 1011 Westwoods Circle, Lisbon                                                                                                                                                                                                                All Aye

To approve the Police report.                                                                                                                                                           All Aye

Eric reported on the progress of Well #2.

Kristina Dick and Ben Gemar reported about the STAR committee’s discussion of including daycares into their scope.

To affirm that the City Council agrees that daycares will fall under the scope of STAR.                                                                                                                                                             All Aye

 

Projects discussed by Tracy Eslinger, Moore Engineering:

Levee – Corps response, well replacement exploration, utility improvement project, lift station, CO2 tank funding, water service line inventory, lot survey – well #2 & master lift station, water plant site visit & recommendations.

Reject all 3 bids submitted for the lift station project and direct Tracy to advertise publicly for the electrical, mechanical and concrete repairs.                                                                                                                                                                                                                            All Aye

Approval of $56,000 for new permits, hydraulic and hydrology model, memo, exhibit, coordination & approvals by Moore Engineering. Tim Meyer mentioned the properties for sale on the West side of Lisbon. These will be brought to Economic Development for discussion.

 

Kristina Dick will graduate from the Rural Leadership North Dakota class on Nov 17.
