September 6th 2022

 

The meeting was called to order by Mayor Tim Meyer. Council Members present Jeremy Waliser, LyDell Mairs, Julie Cole, Ken Williams, Ben Gemar and Rob Waletzko.  Guest presents were Janna Miller,  Jerry Ramerman, Tim Jordan, Ron Brewer, Jerry Gemar, Lynn Kaspari – Ransom  County Gazette, Bill & Anita Smith, Meredith Olson, Tom & Cindy Jacobson, and Marty Turchin.

To approve the minutes from August 1st, 2022 and Special Meeting, August 10th, 2022.                                                  All Aye

 

Jerry Gemar gave an update on the riverbank site 1 and site 2 projects. An update was also given on the condemnations, 602 Oak Street he is entering this home next week and 402 Rose Street is a definite safety hazard.

 

Meredith Olson from the Lisbon Park Board presented the parking issue on Elm Street, now that the park is having more events. She recommended signage to have just one-sided parking to help with the flow of traffic.  During the discussion, she stated that she had spoken to the residents and felt there would be no issues.

To enforce no parking on the east side of Elm Street between 1st Avenue West and 2nd Avenue West at the city’s cost.

Bill & Anita Smith presented an update on their property at 402 Rose Street, before winter the basement will be filled in and the cement will be poured. The LBJ lot, they are currently working with a Veteran to ensure he can get funding/grant to start his home.  They may need an extension.

 

Discussion was held on Ash Street and the raised concerns.  The paving of Ash Street will be done with a street project when that is planned.  The street ends with a storm sewer and the grade is very steep.  Jerry Ramerman and crew will look at this and will report back.

 

Tom Jacobson and Marty Turchin requested about having a craft beer maker to set up and give out samples of their brew during the Liq’r Pigz rib cookoff in June.  They were inquiring if any permits or city ordinances that would affect them from doing this.  Eppler will investigate it and report back at next meeting.

To approve the public works report. During the discussion it was asked about the light poles stored by the football field, those were placed there for the racetrack.  School will contact them to get them moved. Also, during the discussion, how great the main street flowers were maintained as well as the snow removal last year was expressed.

To approve the Police Report.     Council member Waletzko asked with the increasing calls how staffing has been, Chief Jordan responded staffing seems to be able to keep up for now.                                                                                                         All Aye

During Mayor Communications, he read the resignation letter from City Attorney Don Eppler.  He will be resigning on January 1, 2023.  Mayor Meyer thanked Eppler for all his years.

Kristina Dick gave an update on the Apron and Grading project at the Airport.
