The meeting via zoom was called to order by Mayor Tim Meyer.  All council members were present. Guests in attendance were Tim Jordan, Jerry Ramerman, Don Eppler, Kristina Dick, Lynn Kaspari – Ransom County Gazette, Tracy Eslinger-Moore Engineering, Ron Carlson, Elise Meyer, Abby Meyer, Wes Wells, Larry Zaun and Kenneth Williams.

MOTION-Mairs SECOND- Cole

To approve the minutes from the March 2, 2020 meeting and the March 12, 2020 and March 27, 2020 Special Meeting.                                                                                                                                      All Aye

Don Eppler reported that papers had been prepared and sent out on April 1st for the 317 Main Condemnation.

Jerry Gemar reported that progress is being made on the 208 Elm Street Condemnation.

Jerry Gemar reported that the owner has not returned any communication on the follow up of the 402 Rose Condemnation.  He has made several attempts.  Mayor Meyer instructed Don Eppler to send a certified letter to owner giving a two-week deadline.

To approve the extension of the building permit # 2728 to Roxanne Rondestvedt, 1202 Webster Street, until September 30, 2020.                                                                                                                                   All Aye

Lydell Mairs reported of the pooling of water issue on 16th Ave, in Lisbon Housing Authority development, Mayor Meyer instructed Jerry Ramerman to work with Moore Engineering, and report back.

To authorize Ottertail Power Company to place a streetlight at 107 14 1/2 Ave east, and approve the monthly fee.                                                                                                                                                          All Aye

To approve use of fireworks at Sheyenne Speedway on June 27th and 28th and Ransom County Fair on August 28, 2020.                                                                                                                                                   All Aye

Request of Sponsorship for Dog Park by the City to apply for Lisbon Community Endowment Fund died for lack of motion.  Council suggested they contact Lisbon Area Development Authority. (LADA)

To adopt the Berube’s Resolution of vacating the right of way reserved for water which runs east to west through block eight of Marsh & Holt Addition, as presented by Don Eppler.                                                          All Aye

MOTION – Mairs SECOND – Rondestvedt

To direct Mayor Meyer and City Auditor to sign the resolution.                                                               All Aye

MOTION- Waliser SECOND – Gemar

To approve the Police Report.                                                                                                                All Aye

Jerry Ramerman reported that the roof on the water plant needs some repairs, he will get quotes and report to the Public Works Committee.

To adopt COVID-19 Water Service Resolution #2020-01, (Lisbon City Council will refrain from charging late fees for March and April 2020 Billings).                                                                                                           All Aye

Kristina Dick reported that over 50% of the Lisbon Residents have completed the 2020 Census.

To approve the Auditor/Economic Development Report.                                                                         All Aye

To complete the dirt work that is needed in LBJ Lots to complete the LOMR process, then come back and complete the other lots at a later date.                                                                                                 All Aye

To approve Change Order #3, for the Lead Water project, decrease the original contract price by $264,092. 03.

Mayor Meyer reported that three petitions have been turned in for the June Elections, they were Kenneth Williams, Lydell Mairs, and Jeremy Waliser.

Mayor Meyer reminded everyone of the Tax Equalization meeting that will be held via Zoom on Tuesday April 7, 2020 at 6:30, with code was given by assessor.
