The meeting was called to order by Mayor Tim Meyer. Council Members present Sandy Hoff, Julie Cole, LyDell Mairs, Jordan Matzke and Ben Gemar. Guests present were Eric King, Lynn Kaspari – Ransom County Gazette, Tracy Eslinger – Moore Engineering, Janna Miller, Jon Oien, Jay Anderson, Jerry Gemar, Teresa Haecherl – Ransom County Tax Director, Kaylin Crellin. Chase Julson and Mike Chorne – AE2S Engineering, Tracey Urbach, Jo Stulz, Dylan Thomes and Randy Gallagher joined via Zoom.

To approve change order #1 on Project 22995: Add $8,337.74, Subtract $31,689.74 Net deduction $23, 352. All Aye

To approve the final payment of $44,469.75 for project 22995. All Aye
DWR reimbursement request #4 in the amount of $26,681.85 letter to be signed by Mayor Meyer.
Public open house regarding Utility Improvement District 2023-1 was scheduled for April 24, 2025 from 4:30-6:30pm at City Council chambers.
The Council was updated on the construction at City Hall.

To approve STAR’s recommendation of the flex pace interest buy-down in the amount of $10, 000 to Differding Construction, approve $2,050 loan at 0% interest to the Beauty Lounge and $10,000 loan 0% interest, $10,000 grant & $10,000 flex pace interest buy-down to Executive Properties. All Aye
